On&nbsp;March 4, 1789, the Constitution&nbsp;officially replaced the earlier Articles of Confederation as the supreme law of the United States.&nbsp; The Framers of the Constitution were wise enough and humble enough to understand that occasions would probably arise for which the Constitution as written would be inadequate.&nbsp; So, they provided a way of amending the Constitution.&nbsp; Arguably, the United States system of government has lasted so long because the Constitution is a living document and not etched in stone.&nbsp; The United States is far from the oldest country in the world, but its governmental system is 234 years-old, making it the longest lasting unchanged system of government on the planet.To properly appreciate the mechanisms the Framers instituted for amending the Constitution, it’s crucial to understand that the Constitution does not give rights to citizens.&nbsp; The Framers’ approach was that citizens have rights, and the purpose of the government is to secure those rights.&nbsp; The Declaration of Independence declares, “We hold these Truths to be self-evident, that all Men&nbsp;…&nbsp;are endowed by their Creator with certain unalienable Rights, …&nbsp;That to secure these Rights, Governments are instituted among Men …”&nbsp; The Constitution’s purpose is to create a system that secures citizens’ rights.&nbsp; If the Constitution is silent about an issue, the federal government has no powers regarding that issue.&nbsp; This approach is clearly stated in the 10th&nbsp;Amendment. “The powers not delegated to the United States by the Constitution,&nbsp;…&nbsp;are reserved to the States respectively, or to the people.”&nbsp; The federal government only has those powers granted to it in the Constitution.<figure class="image image-style-align-right image_resized" style="width:50%;"><img src="/uploads/i_Stock_1092013266_8203ad9b39.jpg"></figure>How is the Constitution amended?Article V of the Constitution states that amendments need to be proposed and then ratified.&nbsp; An amendment becomes part of the Constitution when ¾ of the states’ legislatures ratify it.&nbsp; Since there are currently fifty states, a proposed amendment requires 38 state legislatures to agree to it.There are two methods for proposing amendments to the Constitution.&nbsp; One&nbsp;method is for 2/3 of both houses of Congress to propose an amendment.&nbsp; This is how every amendment in the Constitution has been proposed to date.&nbsp; The second method is through a Convention of States.&nbsp; Two-thirds of the states’ legislatures can call for an amendments convention.&nbsp;Current status of Convention of StatesIn 2015, <a href="https://selfgovern.com/">Citizens for Self-Governance</a>, a non-profit organization “committed to bringing government back to the people”, founded the Convention of States Foundation (COSF) to “stop the runaway power of federal government.” COSF believes “that Washington, D.C., is broken and will not fix itself.&nbsp; The federal government is spending this country into the ground, seizing power from the states, and taking liberty from the people.”If people did not take government overreach seriously before, the government’s (mis)handling of the COVID crisis has made it crystal clear that it needs to be taken seriously now.Late last month, <a href="https://www.theepochtimes.com/nebraska-joins-call-for-convention-of-states-to-amend-us-constitution_4269057.html" target="_blank" rel="noopener noreferrer">Nebraska became the 17th&nbsp;state to pass a resolution</a> calling for&nbsp;an amendments&nbsp;convention.&nbsp; When another 17 states’ legislatures pass similar resolutions,&nbsp;a&nbsp;Convention of States&nbsp;will convene&nbsp;to propose amendments to the Constitution.Who is for a Convention of States, who is against?Generally, conservatives back a Convention of States whereas leftists are against it.&nbsp; Conservative personalities such as Ben Shapiro and Mark Levin, legal scholar Professor Johnathan Turley and others view a Convention of States positively.&nbsp; A notable exception is The Heritage Foundation, the well-known conservative think tank which <a href="https://www.heritage.org/the-constitution/report/article-v-congress-conventions-and-constitutional-amendments">takes a more cautious approach</a>.Whereas a Heritage Foundation article discusses the pros and cons of an amendments convention in sober tones, leftist organizations such as <a href="https://www.commoncause.org/">Common Cause</a> and leftist media outlets like the Huffington Post resort to fear mongering as is their wont.&nbsp; On the Common Cause website, we find this gem, “…there is nothing stopping a new convention from rolling back our constitutional rights and civil liberties. Our right to vote, our right to free speech, our reproductive rights, our citizenship rules, and more could all be up for grabs.”&nbsp; This was obviously meant to be read out loud breathless or screamed through a bullhorn.That an amendments convention would overhaul the Constitution changing it into something unrecognizable, is known as the “runaway convention myth”.&nbsp; Professor Rob Natelson of the Independence Institute&nbsp;and a constitutional legal scholar&nbsp;published an <a href="http://thehill.com/blogs/pundits-blog/the-judiciary/332172-how-progressives-promoted-the-runaway-convention-myth-to">excellent article</a> on the origins of the “runaway convention myth” in&nbsp;The Hill.The main reason this myth has no basis in reality is that, as mentioned earlier in this article, an amendments convention can only propose amendments.&nbsp; It does not ratify them.&nbsp; A proposed amendment becomes part of the Constitution only after ¾ of the state legislatures, that’s 38 state legislatures, ratify it.&nbsp; Put differently, it takes only thirteen states to block a bad amendment proposal.&nbsp; There is an <a href="https://conventionofstates.com/news/top-10-reasons-why-the-idea-of-a-runaway-convention-is-a-myth">article</a> &nbsp;on the COSF website listing other reasons why this myth is baseless.Why is a Convention of States Important and how is it unique?The United States’ system of government is a federal system.&nbsp; This simply means that power is divided between a central government and local governments. Other countries have a federal system but unlike those countries in the United States' system, state governments through the Convention of States can change the federal government’s powers.&nbsp; This is unique.&nbsp;&nbsp;Over the years, the federal government has taken more and more power for itself.&nbsp; For example, in 1913, the 16thAmendment gave the federal government the right to tax our income.&nbsp; Until the 16th&nbsp;Amendment was ratified, it was unconstitutional for the federal government to tax income.&nbsp;&nbsp;Besides amendments, the federal government, particularly the Executive Branch has grabbed power for itself through a massive system of bureaucracy that does an end run around Congress.&nbsp; President Obama infamously said that he will <a href="https://thefederalistpapers.org/politics/obama-not-waiting-on-legislation-ive-got-a-pen-and-i-can-use-it-to-sign-executive-orders">use his pen and phone</a> to take on Congress, meaning that he would not wait for Congress to pass laws but would write Executive Orders instead.&nbsp; Executive orders are powerful because of government bureaucracy. &nbsp;It is nearly impossible to get anything done without the approval of some bureaucrat.&nbsp; Executive orders instruct bureaucrats what to do. &nbsp;&nbsp;To give an idea of how massive the federal government has become consider this. &nbsp;The federal government employs <a href="https://fortune.com/longform/government-employee-count-2019/">more than 2 million people</a>.&nbsp; The Veteran Affairs Administration alone employs 400,000 people!&nbsp; The government runs at an annual deficit and will not willingly reduce spending in any significant way because it is unpopular to reduce budgets.&nbsp; The budget deficit in 2020 was <a href="https://www.cbo.gov/publication/57170">about $3.1 trillion</a>!&nbsp; This means that the federal government needed to borrow $3.1 trillion to pay its expenses in 2020.&nbsp; Congress will never pass politically unpopular laws such as a law requiring the government to balance the budget.&nbsp;A Convention of States can propose politically unpopular amendments that Congress would never propose.&nbsp;&nbsp;The Framers understood that government would rarely, if ever, willingly give up power.&nbsp; If history teaches us anything, it teaches that governments tend to take more power, not less.&nbsp; The United States is unique in that its system of government contains within it a mechanism by which the citizens can take power away from the central government.&nbsp; This is truly unique and amazing.

A British vigilante group known as the “Blade Runners” is receiving widespread support from British taxpayers as it continues to destroy climate surveillance cameras across London.<h2>The ULEZ mandate</h2>By order of London Mayor Sadiq Khan, the city is peppered with ultra-low emission zones (ULEZs), areas accessible only to low-emission vehicles. Cars that do not meet the city’s environmental standards are charged £12.50 ($16) for entering the ULEZ. Automatic Number Plate Recognition (ANPR) cameras positioned around the zones read license plates and check them against the vehicles’ make and model in real time. If a vehicle does not meet the environmental threshold, a fine is levied against the car owner.&nbsp;The ULEZ climate mandate has drawn heavy&nbsp;<a href="https://frontline.news/post/london-hundreds-protest-against-climate-mandates">protests</a> from residents, including&nbsp;<a href="https://frontline.news/post/british-veteran-launches-hunger-strike-as-unrest-grows-over-climate-mandates">hunger strikes</a> and refusals to pay fines. Taxpayers have also taken to disabling the ANPR surveillance cameras which Transport for London (TfL), the city’s transportation department, said will be used both for climate and law enforcement.<h2>Taxpayers cheer the ‘Blade Runners’</h2>Since the climate restrictions were expanded last year, the Blade Runners have taken to disabling and destroying hundreds of cameras. Last weekend, Blade Runners used power tools to topple a ULEZ camera and traffic lights to the delight of some fellow taxpayers. In a video that was posted to social media, passing cars can be heard honking in support.The video received over 37,000 likes. Comments on the post were largely supportive, with users writing that, “When tyranny becomes law, rebellion becomes duty,” and “Fair play to them, it's a complete scam that does nothing.”Blade Runner Matt Hardy told the&nbsp;Daily Mail&nbsp;that the Blade Runners are “people pissed off about the tyranny reigning over us and getting out and doing things about it – real votes, real boys here.”<h2>‘These cameras are not about the climate. They are about control’</h2>British actor and influencer Laurence Fox said this week he was just given back his electronic devices by police after being arrested earlier this year for cheering on the Blade Runners:<blockquote>These cameras are not about the climate. Fisker is filing for Chapter 11 bankruptcy, the electric vehicle (EV) company announced Tuesday.<h2>‘Like other companies in the electric vehicle industry’</h2>“Fisker has made incredible progress since our founding, bringing the Ocean SUV to market twice as fast as expected in the auto industry and making good on our promises to deliver the most sustainable vehicle in the world,” a spokesperson <a href="https://assets.ctfassets.net/cghen8gr8e1n/6W19OiEBJDVIFVEmo4feHA/df902c5cb2b067251a300efb0b35f611/Fisker-Filing-FINAL.pdf" target="_blank" rel="noopener noreferrer">said</a>.The California-based company added it is not the only EV maker that has been struggling to stay in business.“We are proud of our achievements, and we have put thousands of Fisker Ocean SUVs in customers’ hands in both North American [sic] and Europe. But like other companies in the electric vehicle industry, we have faced various market and macroeconomic headwinds that have impacted our ability to operate efficiently. After evaluating all options for our business, we determined that proceeding with a sale of our assets under Chapter 11 is the most viable path forward for the company.”Fisker’s collapse is the latest indication that the EV industry is folding due to sinking demand. Other EV industry players are also cutting their losses as they jump ship.<h2>Hertz</h2>In March, Hertz CEO Stephen Scherr&nbsp;<a href="https://www.motorfinanceonline.com/news/hertz-ceo-resigns-amid-ev-investment-setback/#:~:text=Scherr's%20departure%20coincides%20with%20Hertz's,electric%20vehicle%20(EV)%20rentals">resigned</a> after his bet on EVs cost the car rental giant its biggest quarterly loss since 2020. Hertz had been praised by the Biden administration for its ambition to convert 25% of its fleet to EVs by the end of this year. In January, however, the company announced it would instead be selling its 20,000 EVs — including Teslas — at heavily discounted prices and replacing them with gas-powered cars.<h2>Mercedes-Benz</h2>Mercedes-Benz also recently had to give up its ambition to only sell electric cars by 2030. Instead, EVs are expected to make up only 50% of the German carmaker’s sales over the next decade.<h2>Apple</h2>In February, Apple abandoned its multi-billion dollar effort to create an electric car. Despite being a decade in the works and employing 2,000 people, Project Titan was axed due to falling consumer demand.<h2>Aston Martin</h2>A lack of consumer demand is also partly to blame for Aston Martin&nbsp;<a href="https://www.dailymail.co.uk/news/article-13138123/Aston-Martin-puts-brakes-new-electric-supercar-2026-bosses-say-drivers-want-engines-throaty-roar.html">placing</a> its battery-operated “supercar” on hold until 2026.“Demand, certainly at an Aston Martin price point, is not what we thought it was going to be two years ago,” said Aston Martin Executive Chairman Lawrence Stroll.&nbsp;<h2>Ford</h2>In December, Ford slashed production of its flagship EV at its assembly plant in Dearborn, Michigan by half. The automaker cut the monthly production quote for the all-electric F-150 Lightning pickup truck from 3,200 units to 1,600 units per month.<h2>Biden administration continues to force EV production</h2>Nevertheless, the Biden administration in March issued new climate mandates aimed at forcing more EV production. The new rules from the Environmental Protection Agency (EPA) contain tight emissions standards that will&nbsp;<a href="https://apnews.com/article/epa-electric-vehicles-emissions-limits-climate-biden-e6d581324af51294048df24269b5d20a">require</a> 56% of new vehicle sales to be fully electric by 2032, with an additional 13% required to be hybrids.

Electric car company files bankruptcy as EV market folds

For the last two years, British authorities have been testing AI-powered emotion recognition cameras on travelers in train stations, according to recently disclosed documents.<h2>What can the cameras see?</h2>In each of eight train stations around the UK, five to seven cameras or sensors scan the passing crowds. Using AI software from Amazon, the cameras use object recognition algorithms to spot criminal activity, trespassing, weapons, wet floors, overcrowding, and overstuffed trash cans.&nbsp;They can also alert authorities when passengers engage in “unusual behavior,” such as shouting, running, smoking, or skateboarding.&nbsp;A combination of existing cameras and newly installed smart cameras are being used for the surveillance project. All are equipped with Amazon’s Rekognition surveillance system.<h2>Emotional recognition</h2>Through a combination of facial and behavioral analyses, the Rekognition software allows officials to also <a href="https://www.wired.com/story/amazon-ai-cameras-emotions-uk-train-passengers/" target="_blank" rel="noopener noreferrer">analyze visitors’ emotions</a>. Internal documents note that the cameras can detect whether a passenger is “happy, sad [or] angry.” They can also recognize passenger satisfaction, which “could be utilized to maximum advertising and retail revenue.”<h2>Anti-social behavior</h2>Authorities can also detect passengers who exhibit “anti-social behaviour,” which&nbsp;<a href="https://www.met.police.uk/advice/advice-and-information/asb/asb/antisocial-behaviour/what-is-antisocial-behaviour/">according</a> to London’s Metropolitan Police Service means “behaviour by a person which causes, or is likely to cause, harassment, alarm or distress to persons not of the same household as the person.”<h2>Social distancing, face masks, and demographics</h2>Other&nbsp;<a href="https://www.documentcloud.org/documents/24757655-usecases_dpas_review_managed_stations?responsive=1&amp;title=1">use cases</a> for the surveillance cameras include detecting whether passengers are keeping to social distancing rules and wearing face masks. The cameras can also scan for demographics by identifying people’s age profiles and “socio-economic classification,” which the documents note can create “revenue opportunities for better targeted advertising and product placement.”<h2>‘Quite a concerning step’</h2>The documents were obtained by Big Brother Watch, a civil rights and government watchdog group, in response to a Freedom of Information (FOI) request.
