For years, the Global Future Council on Cybersecurity of the World Economic Forum (WEF) has been warning of the inevitability of a COVID-like global cyber-pandemic.&nbsp; They even simulated one last year.&nbsp; We know from experience that when the WEF simulates a pandemic, it’s time to buckle up.According to a WEF <a href="https://www.weforum.org/our-impact/averting-a-cyber-pandemic-businesses-are-building-a-global-response-to-cybersecurity-risks/">video,</a> “The only way to stop the exponential propagation of a COVID-like cyber threat is to fully disconnect the millions of vulnerable devices from one another and from the Internet.&nbsp; All of this in a matter of days.”The WEF claims to want to prevent this and therefore calls for international collaboration between all stakeholders, public and private, to institute policies and procedures that would prevent the cyber pandemic from occurring.Put simply, once a cyber pandemic is underway there is no recourse but to disconnect everyone from each other and from the Internet.&nbsp; Therefore, we need to develop technologies and policies to prevent this from happening.A few questions come to mind.&nbsp;1) Is it possible to prevent a cyber pandemic?&nbsp;&nbsp;If we are comparing cyber pandemics to biological ones, then let’s see how successful we were at stopping the coronavirus.&nbsp; If the COVID-19 pandemic has taught us anything it is that we as a global society are not up to the task of preventing the spread of a virus.&nbsp; COVID-19 spread from country to country and from person to person, regardless of lockdowns, masks and finally vaccines.&nbsp;&nbsp;Some have called into question the logic of trying to prevent the spread of a virus saying that it’s like trying to stop a hurricane.&nbsp; It cannot be done.&nbsp; At most, we have the tools to greatly mitigate the damage a hurricane can cause.&nbsp; Maybe trying to stop the spread of the coronavirus, or any virus is wrongheaded.&nbsp; It cannot be done.&nbsp; Better to focus on mitigating the damage.&nbsp; And there is plenty that can be done to mitigate the damage of a virus.&nbsp; Top on the list is early treatment.2) Who gets to pull the plug?&nbsp;&nbsp;Who decides when a cyber-pandemic is underway and then who decides to disconnect all the vulnerable areas/devices?&nbsp; Will there be an overriding body like the UN or the WEF or some other entity to which governments will give up their autonomy?If this capability exists, can it be used by bad actors including governments to shut populations out of the Internet, preventing people from communicating or even preventing them access to their bank accounts?&nbsp;&nbsp;3) The WEF makes it very clear that the only way to prevent a global cyber pandemic is to reject fragmented approaches to cybersecurity.&nbsp; Only global collaboration will work.&nbsp; Global collaboration is a nice platitude.&nbsp; What does it mean in practice?&nbsp; Will policies be foisted upon us the way they were foisted upon us during the COVID-19 pandemic?&nbsp; Will technocrats, unaccountable to anyone but themselves, make decisions that bind us?&nbsp;4) According to an <a href="https://www.weforum.org/agenda/2021/11/2022-cybercrime-predictions-checkpoint">article</a> published by the WEF, listed under global cybercrime predictions for 2022, we find, ‘fake news 2.0 and the return of misinformation campaigns.”&nbsp; The article states that, “The claim of ‘fake news’ surrounding contentious issues has become a new attack vector over previous years without people really understanding its full impact. Throughout 2021, misinformation was spread about the COVID-19 pandemic and vaccination information.”Again, we must ask, who defines “misinformation”?&nbsp; Who defines “fake news”?&nbsp; As we've pointed out in a previous <a href="https://aflds.org/news/post/covid-policies-restricting-liberties-to-be-applied-to-other-public-emergencies/">article</a>, last year’s misinformation is this year’s conventional wisdom.Also, what is the cybercrime?&nbsp; The article enlightens us.&nbsp; “The black market for fake vaccine certificates expanded globally, now selling fakes from&nbsp;29 countries. The facility, located in London, Ontario, is expected to house four billion crickets and produce 13 million kilograms (14,300 tons) of cricket protein per year.&nbsp;&nbsp;“The Government has presented four inter-ministerial decrees which will introduce information labels on products that contain or derive from insects. Citizens must be able to choose consciously and be informed from every point of view,” Meloni tweeted in late March.&nbsp;According to the&nbsp;Financial Times, Meloni expressed her disgust for insect consumption.“Insect products are arriving on supermarket shelves! The British Transport Police (BTP) is urging women who take public transportation to report men for even “minor sexual harassment offenses.”In a statement last Saturday the BTP cited a recent study which found that over a third of women have been sexually harassed on the commute to work, though only one in five people reported the offense. Those “offenses” include actions such as “unwanted comments” or “staring.”The BTP is therefore urging women to “lower their tolerance” for sexual harassment and is asking people to report “unacceptable behaviour such as leering, catcalling, touching, pressing, upskirting or indecent exposure.”BTP Detective Chief Superintendent Paul Furnell said police “will always believe” bystanders who report others for exhibiting such behavior.“I would urge everyone to download the Railway Guardian app and let us know if you witness or experience this sort of offending. Instead, it should be defined by whether the “victim” objectively considers it welcome or unwelcome.&nbsp;“[T]he focus on whether incidents meet the requirements for legal charges has been detrimental to effective action on sexual harassment,” said the ONS, adding that “a victim does not personally need to label their experience as ‘sexual harassment’ for it to be both harmful and illegal.”“This would suggest that our understanding of sexual harassment and how to measure its incidence should go beyond legal cases and traditional definitions to understand incidence and experience of sexual harassment based on personal perceptions of behaviours being unwanted, impacting dignity and/or creating a negative environment.”Based on this, the ONS says that 72% of the British population has experienced sexual harassment in their lifetime.It is also based on this that women, who more often than men report behavior as “unwanted,” are considered the victims in 85% of sexual harassment “offenses.”&nbsp;In a 2021&nbsp;<a href="https://assets.publishing.service.gov.uk/media/62445f4be90e075f15381cca/Army_Sexual_Harassment_Report_2021.pdf">survey</a> of sexual harassment in the military, for example, the British Army noted that “more Servicewomen and Officers consistently regarded the sexualised behaviours as sexual harassment than Servicemen and [other ranks].” Here, too, the army notes that behavior such&nbsp;as looks and comments are “reported as unwelcome and therefore a form of harassment.”When it comes to sexual harassment “offenses” such as comments or looks, therefore, men are overwhelmingly found to be the perpetrators as women can be three times as likely to consider the behavior “offensive.” Other military surveys have&nbsp;<a href="https://assets.publishing.service.gov.uk/media/5a8005e7e5274a2e87db763a/ADR005000-Sexual_Harassment_Summary_Report.pdf">found</a> that women are more than twice as likely as men to send sexually explicit material, though men do not often report it as offensive.Similarly, women in the military have also been found to be just as likely as men to use sexually explicit language, to make gestures or use body language of a sexual nature, and to tell sexual jokes and stories. They have also been found to be just as responsible as men for targeted sexual harassment. But women are significantly more likely to report these behaviors as “offensive,” making men the perpetrators.
